Nick, Ray, Brass and Dave arrive at the scene of a shooting in a rough neighborhood. The police shot and killed a suspect. As the team is looking over the body someone from the gathered crowd yells out that the man was shot while he was on the ground. Ray discovers the victim was a cop, and they find a bullet underneath the body, which may confirm the crowd member's story.

Brass and Catherine question and document Officer Finn. Everything has to be carefully documented since this was a cop involved shooting. Officer Finn didn't know the victim was a cop. He fired three shots. Back and the crime scene Nick and Ray try to find evidence of those three shots and the trajectory of the shooting. Greg interviews the restaurant worker who saw the victim, Sgt. Johnson, leave the restaurant and run outside with his gun. She was the individual who yelled from the crowd at Ray and Nick. She tells Greg that she waited to go outside until the noise died down, and when she went out she saw a copy standing over the body and shoot. Nick and Ray look for evidence of this at the crime scene and find cartridge cases where they should be.

In the autopsy, Ecklie, Sara and the Doc find that the chest shot was the kill shot, the other two shots were not fatal. He was at a burger place but was a vegetarian based on his body fat. The restaurant worker reported that he ordered two burgers and two drinks at the store, but they don't know who they were for. Catherine interviews Officer Finn's partner. She was calling for back up and didn't see the shooting but did see her partner standing over the body. Catherine also listens to Officer Finn's radio transmission, which was open during the shooting. He is heard calling the victim a "black son-of-a-b&tch".

Brass talks to Officer Finn and it turns out that Sergeant Johnson was a trainee of Finn's. Johnson had filed complaints against Finn for racial slurs and harassment. Finn defends himself saying that he uses the word "******" and other slurs to prepare the trainees. Brass said that it wasn't a good excuse. The team figures out that Finn was able to make it from the car to shoot Johnson in time. They also discuss the fact that Finn applied for a promotion a year ago and was denied. He saw Johnson at a fellow officer's retirement party a week later and took a swing at him. Finn blames Johnson's complaint for keeping him from a promotion. Ray said that a study showed most officers have 1/3 of a second before making a decision. They should be looking at the evidence and not Finn's motive.

Sara responded to a shooting at an abandoned school. They discover a teenager shot in the throat with his finger cut off. This indicates he was a snitch and this was a gang killing. There are drugs at the scene, bloody shoe prints and also blood drops, which means the suspect is injured. Sara takes photos and DNA evidence from the blood.

Ray and Nick try to figure out why Johnson was in the ghetto at that time of night. It seems like Finn knew it was him, but called in shots fired before he could have seen Johnson's face. They check the phone records and Johnson last called someone name Anthony previously. They call this person....and the phone in the pocket of Sara's victim (who is now in the morgue) rings. Anthony is the John Doe that Sara found at the school site. Sara shares with Catherine that there is no known connection between Anthony and Johnson.

At the crime scene, Nick and Brass walk Finn through the crime scene walk through. Finn gets angry when Nick points out that Johnson was apparently facing away from the cops. He yells at the crowd and spouts more racist statements about "you people." Nick finds a bloody bullet in a tire of a car across the street where Johnson was allegedly shooting. They find a blood trail and collect DNA evidence. Johnson hit who he was shooting at. Sara uses a ballistics database on gang shootings to match the type of bullet used with the location and link it to a specific gang, the D street killers. Hodges analyzes the bullet found under Sgt. Johnson and the rest from the scene. One had grape jelly on it. Greg realizes that the son of the restaurant worked must have picked up the bullet casing and thrown it, which he confirms with fingerprints. It also proves that Finn did not make the kill shot standing above the victim.

Brass tells Finn that he's been cleared of committing murder and encourages him to retire. Finn asks him if he'd suggest that if Johnson had been white. He goes on a leave of absence and as he is leaving, he sees Ray walking Johnson's father into the building. They are all at the top of the parking garage, and Ray tells Mr. Johnson to go ahead into the elevator. Ray sees Finn get in his car and as Ray is walking over, Finn shoots himself in the head.

Sara and Detective Moreno take DNA from the found members of the D Street Killers. One suspect, Rogelio Martinez, refuses to open his mouth and then Detective Moreno focuses him to show his shoes. They discover he has a bullet in his buttocks. He confesses saying that he thought Anthony was going to the cops. He shot at Anthony, and he was shot by Johnson. He says he saw the cop (Johnson) get his.

During Finn's autopsy, Ray notices several bruises on Finn's calves and then examines his eyes. He brings the team together at the crime scene to demonstrate that Finn was going blind and couldn't tell who Johnson was.
